The Recreation and Conservation Funding Board is proposing changes to
policies for the Nonhighway Off-Road Vehicles Activities program (NOVA).

NOVA funds the development, acquisition, and planning of backcountry
recreation facilities; as well as the maintenance and operation, and
education and law enforcement of those areas.

The proposed changes only pertain to maintenance and operation
("maintenance"), development, acquisition, and planning grants, not
education and law enforcement grants.

The proposals consist of 1) changes to the evaluation criteria for the
grants, and 2) how much money an applicant may request.
